Only managers and administrators (with Manage Flags permission) can access the Flags page:
Managers see a list of their Managed Users and the flags they have defined for them.
Quality Management administrators see all Users and all flags.
To view a Manager's Flags, complete the following steps.
Click Administration > Flags. The Flags page displays.
Select a Manager. You can filter the list to make search for a specific type of Manager. The flag names and values defined for that Manager display on the Defined flags list on the right-hand side of the page.
